Navigate to the portal page where the porlet is used.
Admin - > Portal Pages -> View/Edit Portal Pages
Click on the portlet the years to display should be limited.
From the drop down menu select "Years to which portlet content should be limited"
Enter the year(s) that the content should be limited to using a comma to separate each year.
