CyberGrants maintains licenses with Bridger Insight, a vendor of Windows-based and web-based WatchList scanning software. Watchlist scanning automatically excludes false positives when the name being scanned is a match, but the entity is not. For example, a scan against George Mason University would not result in a hit against individuals named George Mason.
During a scan, CyberGrants runs certain information against up to 42 watch lists and flags the transactions/organizations that have a close match. You can choose which WatchLists to enable. Since CyberGrants will not be processing your payments, you can choose your own scores for whichever watchlists you wish to utilize. Our standard setting is a score of at least 93% for 9 of those watchlists, which have already been included in your Implementation Workbook. This is not considered a “best practice”, it is only our standard if we hold the bank account and process your payments.
Here is a short summary of what happens during a scan:
- Information is gathered from specified text and user-defined fields from the organization and/or transaction records
- Even if you do not choose specified fields, the system will automatically scan certain standard fields like the organization’s name, the applicant’s name, etc.
- A record is posted for scanning to the Bridger Insight website
- Results are returned from Bridger Insight
- The results from Bridger Insight are displayed within the CyberGrants organization or transaction record
- An icon indicating if matches were found or not found is displayed in CyberGrants organization or transaction record
When a match is found, the results from Bridger Insight include:
- The WatchList from which match was obtained
- A percentage score that reflects the closeness of the match
- Name of the person or organization that matched a name on the WatchList
- Details regarding the individual or organization that matched a name on the WatchList
NOTE: The algorithms that determine the closeness of a match are proprietary and belong to Bridger Insight.
If you decide to use the additional watchlists besides the mandatory ones, you should also note that we at CyberGrants are not able to provide any guidance as to what percentage score should be used for each WatchList. That is one of the few things that we are not permitted to advise on. Obviously, the lower the score, the more false positives you may have. You can choose match scores from 50-95%. 100% matches will be flagged, but you cannot choose a 100% match score... It’s just assumed.
If watchlist scanning is activated, it will be mandatory to review and clear flags in order to complete your review; the system will prevent you from approving a record if you have not done your due diligence against the flag. Also, CyberGrants does not provide Patriot Act Compliance. The scan function exists as a guide to assist clients in such an effort.
